It is best to think of your stage 1 submission as a project initiation document. You are laying out what you're going to do. You are being ultra-specific. A lot of thought goes into this because you are committing yourself for the remainder of the term.
In addition to making the scene interesting, and thinking about how you would animate it, I would also take into account my own skills on Maya. It may be a good idea to think of the range of abilities and skills you have on Maya currently and what you want to acquire by the end of the project. For those of you who will be programming something using Open/GL and a 3D engine, again be specific and give lots of thoughts to what your current skills are and what you would like to achieve by the end.
